Divergent part of the one-loop effective action is caluculated in general form for arbitr ary action. Some applications for gauge and gravity theories are discussed. The presented method is used to prove, that in the frames of higher covariant derivatives regularizatio n one-loop counterterms are the same as in dimensional regularization.
